Fastbond 30-NF Contact Adhesive made by 3M can be used for attaching PVC and Satin Flame drum wraps to wood drum shells. This water-based product, which can be applied by spraying or with a paint roller, bonds in about 30 minutes.

This is the “neutral” TAN / dried CLEAR version.
